Use 2 MB when the notice or email policy allows it. A 2 MB budget is enough for a multi-page greyscale dossier or a short colour brochure without the heavy artefacts of a 50–200 KB pass. Many “upload CV and certificates as one PDF” career portals sit at 2 MB.
Starting from a 25 MB export, a single /printer or /ebook Ghostscript pass often lands near 2 MB already. We still measure the bytes and continue downsampling only if you are over. That is the difference between a quality slider and a size guarantee.
If you later need the same papers for an SSC slot that only allows 200 KB, compress a copy on the 200 KB page rather than reusing the 2 MB file. Keep the 2 MB version for email and the smaller one for the form.

Compressing a PDF can reduce image sharpness, but text-heavy forms usually stay fully readable. CompressPdfs Online lowers embedded image DPI only as far as needed to hit your target, and it will not silently destroy a file: if the size still cannot be met, you get the smallest safe result plus a clear message.

For a handful of pages, yes — 2 MB usually allows 150 DPI colour or higher-DPI greyscale. Inspect faces and stamps after download if those details are part of the application.
