UPSC forms: follow the field, not a forum screenshot
UPSC’s OTR and examination forms change in small ways each cycle. Photograph and signature rules are usually JPEG with explicit pixel and KB windows. Some cycles and some examinations also accept or require PDF for identity or category documents. Forum screenshots from last year are not a specification — the live form’s help text is.
This page defaults to a 200 KB PDF target, which is a practical cap when a PDF slot exists. Use the preset pills if your current instructions show 100 KB, 300 KB (enter Custom), or 500 KB. Never stretch a JPEG photo by wrapping it in a PDF to “meet” a PDF tool; if UPSC asked for JPG, supply JPG.
Civil services applications are long-lived: you will reuse certificates through DAF and later stages. Save a master scan at a comfortable quality (for example a 1–2 MB PDF) in cloud storage you control, and produce a smaller portal-specific copy here when a field demands it. How do I compress a PDF to exactly 200 KB?
Choose the 200 KB preset (or open the dedicated 200 KB page), upload your PDF, and download the result. Can Hindi and English bilingual certificates be compressed?
Yes. Digitally created bilingual PDFs shrink safely. Scans of bilingual pages should stay high-contrast; downsampling a faded stamp plus small Hindi type is the usual cause of unreadability.
