Why compress a PDF to an exact size?

Most “free PDF compressors” ask you to pick Low, Medium, or High quality. That is the wrong control if a portal rejects anything above 200 KB or a university admits card must stay under 100 KB. You do not need a slightly smaller file. You need a file that is at or under a published limit.

Indian government job boards, SSC/UPSC modules, railway and banking forms, and several state recruitment sites still publish hard byte caps.
