Why compress a PDF to an exact size?
Most “free PDF compressors” ask you to pick Low, Medium, or High quality. That is the wrong control if a portal rejects anything above 200 KB or a university admits card must stay under 100 KB. You do not need a slightly smaller file. You need a file that is at or under a published limit.
Indian government job boards, SSC/UPSC modules, railway and banking forms, and several state recruitment sites still publish hard byte caps. Emailing a 12 MB scan of a caste certificate or marksheet will fail the validator even if the pages look fine on your phone. How do I compress a PDF to exactly 200 KB?

If the PDF is already smaller than 200 KB, you get the original back unchanged.
Will compressing reduce PDF quality?
Compressing a PDF can reduce image sharpness, but text-heavy forms usually stay fully readable.
